The Whittier Central Library offers U.S. passport acceptance service on a first-come, first-served basis Monday through Wednesday from
from 10:00 AM - 2:00 PM and 5:00 PM - 8:00 PM and Thursday through Friday from 10:00 AM to 2:00 PM. Saturday service is available from 10:00 AM to 1:00 PM by appointment only. Please call 562-464-3335 for further information and to schedule appointments.

Adults applying for a new passport or replacement of a lost or stolen passport must provide the following:

  • Proof of U.S. citizenship (certified birth certificate, Consular Report of Birth Abroad or Certification of Birth, Naturalization Certificate, Certificate of Citizenship, or previous U.S. passport).
  • Proof of identity (current and valid driver’s license, government or military ID card, Naturalization Certificate, Certificate of Citizenship, or previous U.S. passport).
  • Two 2” x 2” passport photos (photos need to be identical, and can be either black and white or color).

Prices now include a $12 surcharge to fund security enhancements in the U.S. passport. The fees for processing are:

  • Adults (age 16 and older) - $75.00, check or money order only payable to Passport Services and $25.00 cash, check or money order, payable to the Whittier Public Library.
  • Children (under age 16) - $60.00, check or money order only payable to Passport Services and, $25.00, cash, check or money order payable to the Whittier Public Library.
  • Expedited Service is available for an additional $60.00.

Citizens wishing to renew their U.S. Passports which are less than 15 years old from date of issue may pick up the renewal form at the Library and submit it through the mail. Both parents need to be present with the child to apply for a child’s passport if the child is under 16.

Frequently Asked Questions About Passport Services at Whittier Central Library

When can I apply for a U.S. Passport at the Whittier Central Library?

You can apply for a U.S. Passport during these hours only. Unless appointments are specified, service is “first-come, first-serve”. There is no service and applications cannot be submitted after the posted closing time.

Who provides the U.S. Passport Acceptance Service?

Library staff have been designated by the U.S. State Department as U.S. Passport Acceptance Agents. In this capacity we are required to follow all Federal rules and regulations. There are NO exceptions.

Service may be denied if applicants do not supply the required documentation or adhere to U.S. Passport Acceptance rules and regulations.

How do I get a Passport?

To apply for a U.S. Passport, you must provide proof of U.S. citizenship and proof of identification. You must also provide two, 2 inch by 2 inch photographs. When getting photos, specify “passport photographs”. The library now provides pictures for $10.00.

What is acceptable proof of U.S. Citizenship?

You must provide an original copy of your certified birth certificate (no photocopies). The California Certified Abstract of Birth and the Texas Certified Abstract of Birth are Not Accepted by the U.S. State Department. You may Not submit a hospital birth record.

Your certified birth certificate will be submitted with your passport application.

If you are a naturalized U.S. Citizen, you must provide your Certificate of Naturalization. This certificate will be submitted with your passport application. These original documents will be returned with your new passport. You may also submit your expired U.S. Passport. Your old passport will be returned with your new passport.

What is acceptable proof of identification?

Adults may submit their current, valid Driver’s License or California I.D. card. Adults may also submit a current U.S. Passport or current Military I.D. Card.

What is required for a passport for children under 16?

Both parents or legal guardians must:

  • Present evidence of child’s U.S. citizenship.
  • Present evidence that they are the parents or guardian.
  • Show valid personal identification.
  • Sign and take an oath before an authorized passport acceptance agent.

Where can I obtain a Certified Birth Certificate?

Depending upon where you were born, you need to contact the County Recorder or Registrar of Birth. You can also find this information using vital check at 1-800-255-2414 or on the web at http://www.vitalchek.com.

Where do I get the photographs?

The Library has identified local camera and photography stores that provide Passport Photos, and the list is available from the library. You need two, 2-inch by 2-inch passport photographs. The background must be light colored. You may not submit school photographs. Digital photos are acceptable. The library takes pictures for $10.00.

What do I do if I lost my Passport?

If you have lost your current passport, you must apply for a new passport and you must submit all original documentation. You must also submit Form DS-64, “Statement Regarding Lost or Stolen Passport.” If you have lost your expired U.S. Passport, you must apply for a new passport and submit all original documentation.

How long does it take to get my Passport?

The U.S. Passport Office guarantees delivery as follows:

  • Routine Service: 4-6 weeks from receipt at the Processing Center.
  • Expedited Service: 3 weeks from receipt at the Processing Center.

PLEASE BE ADVISED THAT THE WHITTIER PUBLIC LIBRARY HAS NO AUTHORITY TO MODIFY THESE TIME FRAMES.

You may also request and pay extra for Overnight Mail Delivery from the Library to the Processing Center for an additional $16.25 express mail fee. The same service is also offered from the Processing Center to your residence for an additional $16.25.

What If I need my Passport sooner than the Expedited Service delivery date?

You must make an appointment by telephone for acceptance service if you are traveling within 3 weeks. You must show proof of travel (i.e. airline tickets).

How much does it cost to get a Passport?

What is the Acceptance Fee?

The Acceptance Fee of $25.00 is paid to any Acceptance Agency, including Whittier Public Library. The fee is per application. The Whittier Public Library accepts cash, checks or money orders.
